    IPO= Initial Public Offer
    When a company offers its shares for the first time, to the public.

    Share Issue in general means when a company issues its share, not necessarily for the first time, not necessarily to the public.

    The IPO (intial public offering) is when a company comes out with its shares for the very first time. After this whenever the company wants to expand its revenues or win the peoples good will (here in the case of reliance) it offers shares.
