Usually, institutional investors and private wealth will have bought most of the issue. They may try to flip it out early on the market at a profit to you, but many IPOs have protective convenants preventing buyers from immediately selling out. In short, you might be able to buy into Visa’s IPO, but it’ll come at a price.
I work for one of the on line companies and as soon as it starts trading on the secondary market you can trade it with anyone. sometimes you will even get lucky enough and it will be the same day as it comes out.

Just call them and tell them you want to buy shares in the IPO. If you wait ’til the day it starts trading youy can buy Visa, but not at the IPO price. The price may be higher or lower once it starts trading, though my guess is the former.
